First of all, in the scopes of this paper, it is important to refer to the concept of social security which is included into the article 22 of the Universal Declaration of Human Rights:
Everyone, as a member of society, has the right to social security and is entitled to realization, through national effort and international co-operation and in accordance with the organization and resources of each State, of the economic, social and cultural rights indispensable for his dignity and the free development of his personality (Universal Declaration of Human Rights).
In other words, it is possible to state a fact that those states which have signed this declaration have agreed that the society where the person lives is to assist them in developing the core advantages such as social welfare, work, and culture which are guaranteed to them by their country.
Additional context where the social security term is applied implies the governmental action programs directed to provide the wellbeing to the people while applying the tolls of ensuring access to all sufficient resources (such as food or shelter) and assistance measures. The core purpose of such measures is the promotion of wellbeing and health for the vulnerable segments of population – the elderly, children, unemployed people or sick people. The term applied to the social security services is the social services.
While taking into account the terms which are applied in the US, it is important to pay additional attention to the fact that these terms are different in the US in comparison with those applied in other English-speaking countries.

Speaking about some other English-speaking countries, the welfare is still mainly associated with its initial meaning – wellbeing; that is why it is considered to have the positive associations.
In the US, the social security terms mainly refer to the special program of social insurance for the disabled or retired segment of population. In the majority of other counties, the meaning of the term social security is to be secure in a particular social group or free from diseases or poverty insecurities.
In the United States of America, it is probable that the term social security refers the social insurance when the benefits or the results of contributions to an insurance program services are received by the people. Typically, the provision for the disability insurance, retirement pensions, unemployment insurance or survivor benefits are implied by the services discussed above.
Also, the term social security may refer to the services which are provided by the governmental structures or by the designated agencies for the provision of the social security issues. In various countries, this term may cover the following issues: financial support in case of being unemployed, retirement or sickness, medical care, aspects of social work or safety and health at work.
The last issue which may be implied by the term social security is the basic security irrespective of being the participant of the special insurance programs which are aim to provide basic necessities: housing, clothing, food, money, education or medical care.
